Gaff, presumably a blade runner, went to Deckard's apartment probably to retire the last replicant. Remember, people see replicants as only machines, not regarded like humans. Replicants are like any other machines. They are either a benefit or a hazard. Now given this, Gaff sparing Rachael's life is highly unlikely.

Of course, Gaff is interviewed by K in 2049, and is real enough there; but, if memory serves, there's a theory that if Deckard is a Replicant, his memories were supplied by Holden (before Leon popped him, of course), so Gaff could well be a real Blade Runner who was acquainted with Holden, and Deckard's implanted memories caused him to "create" Gaff in that regard.

If Deckard's a replicant and still alive then he's a miracle. Except 2049 has the same context/subtext markers that clarify this. Tyrell had made Nexus 8s that lived as long as regular humans.
